A cutoff wheel in a Dremel..absent which, the corner of your grind stone.

Which ever you use, you don't need to cut all the way through..Just score it
well all the way round.

Take it to your vise and grip it TIGHTLY, right at the score point.

PUT ON YOUR SAFETY GLASSES!!!  Cover and wrap the protruding piece of bit with a
couple of shop rags..(otherwise you may never see it again) and tap it smartly
with a BFH (about a 2 pounder).

The tool bit will snap like glass!
